A RESOLUTION


Commending Roy Bahl; and for other purposes.

WHEREAS, Roy Bahl is widely recognized throughout Georgia as the personification of excellence in education; and

WHEREAS, this premier professional is the founding dean of the Andrew Young School of Policy Studies at Georgia State University and has served with honor and distinction in this position for over 11 years; and

WHEREAS, under his tenure the Andrew Young School of Policy Studies has risen rapidly to rank 26th nationally among over 250 schools of public affairs and is one of the most respected and influential centers of policy development and research in the world; and

WHEREAS, he has created a method of learning that spreads reform in ever widening circles, and students from all over the world are attracted to the Andrew Young School to study, return home, and become leaders in government, business, and academics; and

WHEREAS, he is a much sought after and internationally recognized expert on public finance, fiscal policy, and economic development the world over and has consulted on fiscal matters with governments in 36 developing and transition countries, the International Monetary Fund, the Asian Development Bank, the U.S. Agency for International Development, the United Nations, and the World Bank; and

WHEREAS, he has been a pioneer and is today the leading international scholar in the areas of state and local finance and fiscal decentralization, and his work has redefined how the academic, investment, and governmental communities approach fiscal policy design and practice; and

WHEREAS, it is abundantly fitting and proper that the often unheralded yet dramatic influence which professors and administrators such as Roy Bahl have on the quality of education received by the undergraduate students of this state be acknowledged appropriately.

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body heartily recognize Roy Bahl for his many years of unparalleled and unexcelled commitment and singular contribution to the advancement of education in policy, finance, and economics and commend him for his exemplary efforts to ensure the unequaled quality of instruction received by the young people of this state.

BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed to transmit an appropriate copy of this resolution to Roy Bahl.
