A RESOLUTION

Creating the Senate Study Committee on Community Base Giving Tax Credits; and for other purposes.

WHEREAS, certain programs operated by nonprofit organizations decrease the demand for governmental services by providing health or social services which would otherwise be provided by state or local government; and

WHEREAS, it is incumbent upon the state to encourage such programs which provide services rendered for the purpose of treating or preventing sickness, disease, or injury or services rendered for the purpose of aiding needy and vulnerable children and adults in ways that strengthen families and encourage personal responsibility; and

WHEREAS, the provision of state income tax credits for charitable contributions to such programs has the potential to strengthen and expand the number of such programs, thereby further alleviate the demand for governmental services with efficient and expertly administered private sector nonprofit services; and

WHEREAS, study is needed to determine the parameters and best implementation of a community base giving tax credits program for the above described purposes.
