A BILL TO BE ENTITLED
AN ACT


To amend Article 1 of Chapter 16 of Title 50 of the Official Code of Georgia Annotated, relating to general provisions relative to public property, so as to provide standards for certain roofing of state owned buildings and facilities; to repeal conflicting laws; and for other purposes.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.
Article 1 of Chapter 16 of Title 50 of the Official Code of Georgia Annotated, relating to general provisions relative to public property, is amended by adding a new Code section to read as follows:
"50-16-20.
(a) Any original roof or replacement roof, excluding sectional replacement for repair, constructed or installed on or after the effective date of this Code section on a state owned building or facility shall be in accordance with the Standard Building Code as provided by Part 2 of Article 1 of Chapter 2 of Title 8.
(b) In addition to the requirements of subsection (a) of this Code section, any original roof or replacement roof, excluding sectional replacement for repair, constructed or installed on or after the effective date of this Code section on a state owned building or facility located in an area designated by the United States Environmental Protection Agency as a nonattainment area under the federal Clean Air Act, 42 U.S.C.A. Section 7401, et seq., shall use roofing materials that:
(1) Are labeled as ENERGY STAR ® roof products in accordance with energy efficiency standards established by the United States Environmental Protection Agency;
(2) Are certified as complying with the United States Green Building Council´s LEED (Leadership in Energy and Environmental Design) heat island reduction standards for roofing design; or
(3) Meet or exceed American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) 90.1 standards for cool roofs."

SECTION 2.
All laws and parts of laws in conflict with this Act are repealed.
