the following amendment:
Amend
the Senate State and Local Governmental Operations Committee substitute to SB
200 (LC 28 3580S) by striking lines 1 through 17 on page 1 and inserting in lieu
thereof the following:
To amend Title 36 of the Official Code of Georgia Annotated, relating to local government, so as to provide for a study committee on the creation of infrastructure development districts; to provide for the purposes, duties, membership, compensation, and meetings of such committee; to provide for certain findings and a report; to provide for the abolition of such committee; to provide for automatic repeal; to provide for related matters; to provide an effective date; to repeal conflicting laws; and for other purposes.
To amend Title 36 of the Official Code of Georgia Annotated, relating to local government, so as to provide for a study committee on the creation of infrastructure development districts; to provide for the purposes, duties, membership, compensation, and meetings of such committee; to provide for certain findings and a report; to provide for the abolition of such committee; to provide for automatic repeal; to provide for related matters; to provide an effective date; to repeal conflicting laws; and for other purposes.
By
striking from line 3 on page 2 through line 28 on page 35 and inserting in lieu
thereof the following:
(a)
There is created the Study Committee on the Creation of Infrastructure
Development Districts.
(b)
The committee shall be composed of six members appointed by the Lieutenant
Governor. The Lieutenant Governor shall designate one of the members as
chairperson of the committee.
(c)
The committee shall meet on the call of the chairperson.
(d)
The committee shall undertake a thorough study, assessment, and evaluation of
the creation of infrastructure development districts in Georgia to include, but
not be limited to, the manner of creation of such districts, the form of
government for such districts, the impact of such districts on existing
political subdivisions, the means of protecting property owners in such
districts, the means of protecting taxpayers in the political subdivisions in
which such districts are formed, and the means and manner of financing such
districts.
(e)
Upon the conclusion of its study, assessment, and evaluation, the committee
shall recommend any actions or legislation that the committee deems necessary or
appropriate.
(f)
The committee may conduct such meetings at such places and at such times as it
may deem necessary or convenient to enable it to exercise fully and effectively
its powers, perform its duties, and accomplish its objectives and
purposes.
(g)
The members of the committee shall receive the allowances authorized for
legislative members of interim legislative committees but shall receive the same
for not more than six days unless additional days are authorized. The funds
necessary to carry out the provisions of this Code section shall come from the
funds appropriated to the Senate.
(h)
In the event that the committee makes a report of its findings and
recommendations with suggestions for proposed legislation, if any, such report
shall be made on or before December 31, 2007.
(i)
The committee shall stand abolished on December 31, 2007, and this chapter shall
stand repealed by operation of law on January 1, 2008."
SECTION
2.
This
Act shall become effective upon its approval by the Governor or upon its
becoming law without such approval.
SECTION
3.
All
laws and parts of laws in conflict with this Act are repealed.
