House Committee on Transportation offers the following substitute to HR
245:
A
RESOLUTION
Commending
Georgia's recycling and composting services and encouraging the Georgia
Department of Transportation to use recycled products in highway construction;
and for other purposes.
WHEREAS,
the recycling market infrastructure in Georgia continues to grow, and Georgia is
recognized as one of the most prominent recycling states in the nation;
and
WHEREAS,
there are many benefits to recycling, including the conservation of energy,
water, and other natural resources; and
WHEREAS,
recycling helps keep toxic materials from entering our landfills and reduces
landfill gas emissions; and
WHEREAS,
composting organic materials like yard trimmings and wood chips helps save
valuable landfill space and provides a manufacturing system for superior soil;
and
WHEREAS,
using compost helps enhance water retention and limits the need for frequent
outdoor watering; and
WHEREAS,
highway construction has been viewed as a contributor to nonpoint source
pollution in this state's waterways; and
WHEREAS,
the application of compost or shredded wood in highway construction and rights
of way has proven to be an effective erosion control method and can be left in
place after construction; and
WHEREAS,
the use of recycled products can provide high quality, cost-effective products
with environmental benefits; and
WHEREAS,
use of such products will further promote Georgia's recycling infrastructure,
will help meet performance expectations, and will compete favorably with regard
to cost.
NOW,
THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of
this body commend Georgia's recycling and composting services and encourage the
Georgia Department of Transportation to use recycled products and materials
like compost and shredded wood in its construction and maintenance operations
whenever such products are available and cost effective.
BE
IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized
and directed to transmit an appropriate copy of this resolution to the Georgia
Department of Transportation.
