A RESOLUTION


Urging the Georgia Lottery Corporation to take a more conservative approach with the distribution of bonuses and incentives; and for other purposes.

WHEREAS, after the state-wide approval of a constitutional amendment creating a lottery, the Georgia lottery began in 1993; and

WHEREAS, the HOPE scholarship was created in 1993 in an effort to give qualified Georgia high school students the opportunity to go to college; and

WHEREAS, with the success of the HOPE scholarship, several other education initiatives were created including a pre-K program for all Georgia four-year-olds and other efforts to improve the technology in Georgia´s classrooms; and

WHEREAS, funds for the HOPE scholarship, the pre-K program, and many other initiatives are generated by the Georgia lottery, which since in inception has appropriated more than $3.61 billion in lottery proceeds and distributed more than 1 million scholarships; and

WHEREAS, the Georgia Lottery Corporation was statutorily created as a public corporation with the charge of managing the Georgia lottery as efficiently as possible with the stated goal that net proceeds for each fiscal year equal 35 percent of the lottery proceeds; and

WHEREAS, currently the 35 percent goal is not being met, and it is important that every possible dollar generated by the Georgia lottery makes its way toward the HOPE scholarship and the other education programs subsidized by the lottery; and

WHEREAS, this past year the Georgia Lottery Corporation awarded nearly $3 million in bonuses for its employees.

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of this body urge the Georgia Lottery Corporation to take a more conservative approach with the distribution of bonuses and incentives so that as many Georgia children and students can benefit from the funds generated by the Georgia lottery.

BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized and directed to transmit an appropriate copy of this resolution to the Georgia Lottery Corporation.
