A RESOLUTION


Proclaiming January 1, 2008, as "Jubilee Celebration Day" at Dixon Grove Baptist Church; and for other purposes.

WHEREAS, the Clayton County branch of the NAACP will host "Jubilee Celebration Day" at Dixon Grove Baptist Church on January 1, 2008, beginning at 11 A.M.; and

WHEREAS, all are welcome to Dixon Grove Baptist Church, 7690 Fielder Road, Jonesboro, Georgia, to celebrate; and

WHEREAS, Jubilee Day celebrates the emancipation of all slaves in Confederate states; and

WHEREAS, these celebrations are held on different days throughout the United States, depending on when slaves were freed in that particular region; and

WHEREAS, January 1 is one of the most common dates of celebration because foreign slave trade was officially forbidden in America on that date in 1801; and

WHEREAS, President Abraham Lincoln declared the Emancipation Proclamation was to be followed as of January 1, 1863; and

WHEREAS, the Emancipation Proclamation proclaims, "That on the first day of January, in the year of our Lord one thousand eight hundred and sixty-three, all persons held as slaves within any State or designated part of a State, the people whereof shall then be in rebellion against the United States, shall be then, thenceforward, and forever free."; and

WHEREAS, at the stroke of midnight, January 1, 1863, all slaves in Confederate states were declared legally free; and

WHEREAS, the concept of jubilee comes from the Bible where, in Leviticus 25:10, God sets forth the principle of a time to proclaim liberty throughout all the land unto all the inhabitants, a time to end all oppression, a time of setting free.

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of this body proclaim January 1, 2008, as "Jubilee Celebration Day" at Dixon Grove Baptist Church; commend the Clayton County branch of the NAACP for being a vital and necessary part of the community; and commend all persons involved in and attending the celebration for their efforts in organizing and celebrating this very important day.

BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized and directed to transmit an appropriate copy of this resolution to the president of the Clayton County branch of the NAACP, Mr. Dexter Matthews.
