Senator Tolleson of the 20th offered the following amendment:


Amend the Senate Natural Resources and the Environment Committee substitute to HB 214 (LC 25 4956S) by inserting after "certain taxation;" on line 5 of page 1 the following:
to change certain provisions relating to creation, contents of a master plan as to Jekyll Island, notice and hearing on a preliminary plan, adherence to plan, and amendments;

By inserting between Sections 4 and 5 the following:

SECTION 4AA.
Said part is further amended in Code Section 12-3-243.1, relating to creation, contents of a master plan as to Jekyll Island, notice and hearing on a preliminary plan, adherence to plan, and amendments, by adding a new subsection to read as follows:
"(a.1) The present use as of the effective date of this subsection of any property within that portion of Jekyll Island lying south of 31 degrees, 1 minute, 34 seconds north latitude as such latitude is depicted on the 1993 USGS topographic survey 7.5 minute series quadrangle map shall be both the present and only permitted future use of such property for purposes of the master plan existing as of such date. On and after such date, as to any property within that southern portion of the island, any change in use, not otherwise prohibited by law, from undeveloped to developed, residential to commercial or vice versa, single-family residential to multifamily residential or vice versa, or any change in use of the Jekyll Island 4-H center property to anything other than educational or youth camp or any change in use of the Jekyll Island soccer complex property to anything other than outdoor recreational shall constitute an amendment to the master plan for purposes of subsection (d) of this Code section."
