L. 1981, p. 4304), as amended, so as to provide an exemption for certain constitutional officers regarding the Chief Executive's authority to enforce certain provisions regarding the county budget; to establish rules and regulate purchasing; to provide for an effective date; to repeal conflicting laws; and for other purposes.
