WHEREAS, recycling helps keep toxic materials from entering our landfills and reduces landfill gas emissions; and

WHEREAS, composting organic materials like yard trimmings and wood chips helps save valuable landfill space and provides a manufacturing system for superior soil; and

WHEREAS, using compost helps enhance water retention and limits the need for frequent outdoor watering; and

WHEREAS, highway construction has been viewed as a contributor to nonpoint source pollution in this state's waterways; and

WHEREAS, the application of compost or shredded wood in highway construction and rights of way has proven to be an effective erosion control method and can be left in place after construction; and

WHEREAS, the purchase of recycled products can provide high quality, cost-effective products with environmental benefits; and

WHEREAS, purchase of such products will further promote Georgia's recycling infrastructure, will help meet performance expectations, and will compete favorably with regard to cost.

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body commend Georgia's recycling and composting services and encourage the Georgia Department of Transportation to use recycled products and materials like compost and shredded wood in its construction and maintenance operations whenever such products are available.
