the House Committee on Judiciary substitute to SB 340 by inserting after
"circumstances;"
on line 10 of page 1 "to provide for
certain private rights of action;"

inserting after
"section"
on line 19 of page 1 the following:
and
a private party may bring by mandamus, declaratory judgment, or other proceeding
in law or equity an action to enforce compliance with this Code
section
