A RESOLUTION


Urging Congress to withdraw the United States from the Security and Prosperity Partnership of North America and any other activity that seeks to create a North American Union; and for other purposes.

WHEREAS, President George W. Bush established the Security and Prosperity Partnership of North America with Mexico and Canada on March 23, 2005; and

WHEREAS, President Bush expressed a desire for a union of the United States, Canada, and Mexico based on free trade and a commitment to markets, democracy, transparency, and the rule of law; and

WHEREAS, the gradual creation of a North American Union from the merger of the United States, Mexico, and Canada would be a direct threat to the Constitution and national independence of the United States, and also implies an eventual dissolution of the national borders within North America; and

WHEREAS, the White House confirmed the continued existence of the Security and Prosperity Partnership of North America and its "ongoing process of cooperation" in a statement issued on March 31, 2006; and

WHEREAS, Congressman Ron Paul of Texas has stated that a key to the Security and Prosperity Partnership of North America is an extensive, new, and massive NAFTA superhighway extending from Canada through the State of Texas and into Mexico; and

WHEREAS, the trilateral partnership to develop a North American Union has never been presented to the United States Congress as an agreement or treaty, and has virtually no congressional oversight; and

WHEREAS, the institution of "open border" policies, eminent domain takings of private property along the planned NAFTA superhighway, and the law enforcement challenges along the planned NAFTA superhighway would have a negative impact on state and local governments throughout the United States.

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of this body support initiatives to withdraw the United States from any further participation in the Security and Prosperity Partnership of North America and any other bilateral or multilateral activity that seeks to advance, authorize, or promote the creation of any form of North American Union.

BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized and directed to transmit an appropriate copy of this resolution the United States Senate, the United States House of Representatives, and to each member of the Georgia delegation.
