A RESOLUTION


Expressing regret at the passing of Mr.. Howard Baugh, Sr.; and for other purposes.

WHEREAS, Mr. Howard Baugh, Sr., passed away on Thursday, February 15, 2007 after a long and meaningful life of love and service; and

WHEREAS, he joined the Atlanta police department as a World War II Marine Corps veteran in 1952, only four years after the city hired its first African American officer, and the force he joined was segregated and was radically different from the force we know today, and its transition to the modern force is thanks in large part to Mr. Baugh; and

WHEREAS, he became the first black officer promoted to detective, sergeant, lieutenant, and captain, was the first black officer to patrol in a squad car, and, as a major, became the first black assistant chief; and

WHEREAS, during his career he escorted Mayor Ivan Allen, Jr., through the Auburn Avenue area during the civil rights disturbances, protected Dr. Martin Luther King, Jr., when he was in Atlanta, and was assigned to provide security to Dr. King´s home after he was assassinated; and

WHEREAS, in his retirement years, he loved fishing at his place on a Carroll County lake and riding horses, and he was particularly proud of riding his horse in the Atlanta University parades, often with his granddaughter, Donna, at his side on a pony; and

WHEREAS, he is survived by his wife, Manie, four grandchildren, and two great grandchildren; and

WHEREAS, the service Mr. Baugh and his fellow black police officers performed, often at great personal sacrifice and danger, is incalculable, and all citizens owe him a huge debt.
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of this body express regret at the passing of Mr. Howard Baugh, Sr., and extend condolences to his grieving family and friends.

BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized and directed to transmit an appropriate copy of this resolution to the family of Mr. Howard Baugh, Sr.
