A RESOLUTION


Commending U.S. Representative Charles Whitlow Norwood, Jr., D.D.S.; and for other purposes.

WHEREAS, U.S. Representative Charles Whitlow Norwood, Jr., of Augusta has devoted a lifetime of both public and private service to the people of Georgia and the United States; and

WHEREAS, Charlie Norwood, originally of Valdosta, graduated from Georgia Southern University in Statesboro before earning his dental degree from Georgetown University Dental School in Washington, D.C; and

WHEREAS, Dr. Norwood then served as a dental surgeon in the U.S. Army Dental Corps with the 173rd Airborne Brigade in a combat zone in the Republic of Vietnam in 1968-1969; and

WHEREAS, Captain Norwood delivered dental and emergency medical services while under enemy fire, and was awarded two bronze stars and a combat medic badge; and

WHEREAS, Dr. Norwood delivered dental care to American soldiers, civilians of the Republic of Vietnam, and enemy prisoners of war and pioneered veterinary dental services for military guard dogs; and

WHEREAS, Dr. Norwood delivered dental care through the private sector to patients in this state for the next quarter century, including low-income citizens through the Georgia Medicaid program, and provided state-wide leadership in dental health as president of the Georgia Dental Association; and

WHEREAS, U.S. Representative Charlie Norwood of Augusta has faithfully served as the federal representative for the people of the Tenth Congressional District of Georgia since January 1995, serving under four different district boundaries stretching from Dublin and Swainsboro in the south to Dillard and Hiawassee in the North Georgia mountains; and

WHEREAS, during his service in Washington, Congressman Norwood has fought tirelessly to improve health care quality and access for all Americans through his Patient's Bill of Rights legislation; and

WHEREAS, Congressman Norwood defended and preserved Georgia's Medicaid program for low-income Georgians by increasing federal funding, blocking federal budget cuts, and passing into law legislation combating fraud and abuse; and

WHEREAS, Congressman Norwood successfully preserved and expanded Fort Gordon through two Base Realignment and Closure challenges, securing military construction funds to keep Fort Gordon infrastructure in top condition, and supporting new missions including the Gordon Regional Security Operations Center; and

WHEREAS, Congressman Norwood successfully defended the Department of Energy's Savannah River Site outside Augusta against draconian budget and job cuts under both Democratic and Republican Administrations and played a pivotal role in landing new missions for SRS including MOX fuel and environmental cleanup programs; and

WHEREAS, Congressman Norwood defended citizens of Georgia and America against excess regulatory zeal by multiple federal agencies; and

WHEREAS, Congressman Norwood consistently voted to reduce the federal deficit and lower federal taxes for all Georgians; and

WHEREAS, Congressman Norwood maintained support throughout his public and private life for Trinity-on-the-Hill United Methodist Church, the American Dental Association, the Georgia Dental Association, the International College of Dentistry, the American College of Dentistry Sciences, the Augusta Opera Society, the Augusta Symphony Guild, and many other worthwhile organizations and charities.

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of this body recognize the lifetime achievements of the Honorable Charlie Norwood of Augusta, Georgia, for his state, nation, and his fellow man and express the appreciation of the people of Georgia for his sacrifice, dedication, and service.
BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized and directed to transmit an appropriate copy of this resolution to U.S. Representative Charles Whitlow Norwood, Jr., D.D.S.
