A RESOLUTION


Recognizing and honoring Dr. James William "Jim" Mullins for over 50 years of service and proclaiming Monday, March 31, 2008, as "Jim Mullins Day" in the State of Georgia; and for other purposes.

WHEREAS, Dr. James "Jim" William Mullins was born on September 17, 1935; and

WHEREAS, he has diligently and conscientiously devoted innumerable hours of his time, talents, and energy toward the betterment of his state as evidenced dramatically by his over 50 years of exemplary service to public education, serving as a teacher, a coach, a principal, a superintendent, and an advisor to the Georgia General Assembly, where his outstanding contributions, tireless efforts, and noteworthy commitment paved the way for Georgia's students to become the best and the brightest; and

WHEREAS, Dr. Mullins led the Office of House Research, formerly the Legislative Educational Research Council, for almost two decades, and in this capacity, he was instrumental in drafting the Quality Basic Education Act of 1985, which has provided the foundation for public education in the State of Georgia for more than 20 years; and

WHEREAS, Dr. Mullins has devoted the last 14 years as Director of Governmental Relations with the DeKalb County School System, where he has performed his duties with steadfast dedication, unparalleled professionalism, and with the highest degree of proficiency, ability, and integrity; and

WHEREAS, his significant organizational and leadership talents, his remarkable patience and diplomacy, his keen sense of vision, and his sensitivity to the needs of students, staff, and parents have earned him the respect and admiration of his colleagues and associates; and

WHEREAS, after more than a half-century of service to the students and citizens of the State of Georgia, Dr. Mullins retires on March 31, 2008, to become a full-time fan and supporter of his beloved University of Georgia Bulldogs; and

WHEREAS, his pursuit of the public good, steady demeanor, fair treatment of his fellow man, and judicious decision making have made him truly worthy of this state's appreciation and gratitude.

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of this body celebrate the lifelong commitment of Dr. James William "Jim" Mullins to public education and the citizens of this state by proclaiming Monday, March 31, 2008, as "Jim Mullins Day" in the State of Georgia.

BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized and directed to transmit an appropriate copy of this resolution to Dr. James "Jim" William Mullins on the occasion of his retirement.
