A RESOLUTION


Creating the Joint Study Committee on East Point, Georgia, Environmental Issues; and for other purposes.

WHEREAS, there have been ongoing serious environmental issues concerning the William C. Meredith, Inc., wood treatment facility in East Point, Georgia; and

WHEREAS, the facility has been the subject of investigation by the United States Department of Health and Human Services; and

WHEREAS, the residential areas near the 640 acres on which the facility is located continue to be afflicted by toxic chemicals, particularly volatile organic compounds, including BTEX, associated with pentachlorophenol and creosote, and many residents of the area have experienced negative health effects likely to be connected with these pollutants; and

WHEREAS, the residents of these communities deserve a remedy for the ongoing presence of pollutants and a thorough study of possible adverse health effects and how they can be ameliorated.

NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA that there is created the Joint Study Committee on East Point, Georgia, Environmental Issues to be composed of the local delegations of members of the House of Representatives and the Senate who represent East Point. The President of the Senate and the Speaker of the House shall each designate a member of the committee as cochairperson of the committee. The cochairpersons shall call all meetings of the committee.

BE IT FURTHER RESOLVED that the committee shall undertake a study of the conditions, needs, and issues mentioned above or related thereto and recommend any action or legislation which the committee deems necessary or appropriate. The committee may conduct such meetings at such places and at such times as it may deem necessary or convenient to enable it to exercise fully and effectively its powers, perform its duties, and accomplish the objectives and purposes of this resolution. The members of the committee shall receive the allowances provided for in Code Section 28-1-8 of the Official Code of Georgia Annotated. The allowances authorized by this resolution shall not be received by any member of the committee for more than five days unless additional days are authorized. The funds necessary to carry out the provisions of this resolution shall come from the funds appropriated to the Senate and the House of Representatives. In the event the committee makes a report of its findings and recommendations, with suggestions for proposed legislation, if any, such report shall be made on or before December 1, 2008, at which time the committee shall stand abolished.
