BILL TO BE ENTITLED
AN ACT
AN ACT
To
amend an Act reconstituting the Board of Education of Ware County, approved
September 18, 1991 (Ga. L. 1991, Ex. Sess., p. 445), as amended, so as to
provide that teachers and employees employed by the board may address or speak
to the board concerning matters involving the Ware County schools or school
system during meetings of the board without seeking or obtaining the approval of
any supervisors or the county school superintendent; to prohibit any form of
retaliation against such teachers or employees for such activities; to provide
for related matters; to repeal conflicting laws; and for other
purposes.
BE
IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION
1.
An
Act reconstituting the Board of Education of Ware County, approved September 18,
1991 (Ga. L. 1991, Ex. Sess., p. 445), as amended, is amended by adding a new
section to read as follows:
"SECTION
6A.
Any
teacher or other employee employed by the board shall be permitted to address
and speak to the board during meetings of the board about matters of concern
involving the Ware County schools and school system without first seeking or
obtaining the approval of any supervisor or the county school superintendent;
provided, however, that the board may, in its discretion, limit each speaker to
not less than five minutes each. The board, the superintendent, and the
supervisors of such teachers or other employees shall not retaliate, discipline,
or otherwise sanction any teacher or other employee on account of the making or
the content of such address or speech to the board."
SECTION
2.
All
laws and parts of laws in conflict with this Act are repealed.
