A BILL TO BE ENTITLED
AN ACT


To amend an Act creating the Board of Commissioners of Fulton County, approved December 3, 1880 (Ga. L. 1880-81, p. 508), as amended, so as to provide that the Board of Commissioners of Fulton County shall review all county boards, commissions, and authorities at least once every seven years; to provide for procedures; to provide for the abolishment of any such county entity not so reviewed; to repeal conflicting laws; and for other purposes.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.
An Act creating the Board of Commissioners of Fulton County, approved December 3, 1880 (Ga. L. 1880-81, p. 508), as amended, is amended by adding a new section to read as follows:

"SECTION 4A.

The board of commissioners shall not later than August 1, 2008, compile a list of all county boards, commissions, and authorities and schedule a review of each such county entity to be completed not later than July 1, 2010. Thereafter, the board shall review each county entity not less frequently than once every seven years. In its review, the board shall consider the relevance of the entity´s mission, its effectiveness in accomplishing its mission, the cost effectiveness of its accomplishments, and how the mission might be accomplished more effectively. Any board, commission, or authority, except for any such entity created by general law, which is not reviewed as provided in this section shall be abolished at the end of the time prescribed for the review and shall not be authorized to accept or expend any public funds."

SECTION 2.
All laws and parts of laws in conflict with this Act are repealed.
