Senators Stoner of the 6th and Tate of the 38th offered the following amendment:

Amend SR 49 by inserting on line 4 of page 1, following the word and symbol "services;", the following:
"to provide that the General Assembly may provide for the public funding of social services pursuant to a contract between the state and any separate charitable affiliate of a religious or sectarian organization; to provide that no public funding shall be used to pay tuition or other expenses at any private, religious, or parochial school for grade one through grade 12 education;".
By striking lines 10 through 13 of page 1 and inserting in lieu thereof the following:
"Paragraph VII. Separation of church and state. No (a) Except as permitted or required by the United States Constitution, as amended, no money shall ever be taken from the public treasury, directly or indirectly, in aid of any church, sect, cult, or religious denomination or of any sectarian institution.
(b) The General Assembly is authorized to provide by general law for the public funding of social services to be provided pursuant to a contract between the State of Georgia or any department or agency of the state and any separate charitable affiliate of a religious or sectarian organization. No public funds provided pursuant to such contract shall be used to pay tuition or other expenses at any private, religious, or parochial school for grade one through grade 12 education."
By inserting into the ballot language appearing at lines 18 and 19 of page 1, between the word "services" and the symbol "?" the following:
"and to provide that, consistent with the First Amendment to the United States Constitution, no public funds will be used to pay tuition or other expenses at any private, religious, or parochial school for grade one through grade 12 education".
