A RESOLUTION

Recognizing and commending the Douglas County Meth Task Force on its receiving the 2005 Outstanding Leadership Award; and for other purposes.

WHEREAS, on March 7, 2006, the 2005 Outstanding Leadership Award from the Georgia Council on Substance Abuse was awarded to the Douglas County Meth Task Force for its numerous accomplishments since its inception in February, 2004; and

WHEREAS, in 2004, Jesse Hambrick, the special investigator and task force leader, and Dr. Vance Boddy, a Douglasville physician, began putting the task force together because of a surge of methamphetamine use in the area; and

WHEREAS, in addition to law enforcement members, the task force includes doctors, counselors, and representatives from the district attorney's office, the board of education, the juvenile justice program, and the Douglas County Fire Department; and

WHEREAS, the task force meets once a month and battles the methamphetamine problem from four different approaches: enforcement, prevention, education, and treatment; and

WHEREAS, the group has recorded numerous accomplishments including helping to obtain passage of city, county, and state measures to restrict the sale of cold medicines containing pseudoephedrine, the main ingredient used to manufacture meth in illegal labs; and

WHEREAS, the task force has also trained a majority of the teachers and administrators in the Douglas County School System and in other nearby county systems; and

WHEREAS, the group has held numerous community meetings to educate the public on the dangers associated with meth manufacture and use; and

WHEREAS, further educational tools in the form of a website, a video on meth abuse, and Jesse Hambrick's book, "Prisoners of Meth," have been implemented through the task force's work; and

WHEREAS, this group has trained 20,000 people statewide, had more than 15,000 hits on its website from all across the country, and has been featured on Georgia Public Broadcasting's program, "The Georgia Meth Invasion," which aired February 14, 2006; and

WHEREAS, as this group is making a monumental difference in the lives of Georgians, it is only fitting this body should recognize and commend the Douglas County Meth Task Force on all of its accomplishments and its receipt of the 2005 Outstanding Leadership Award from the Georgia Council on Substance Abuse.

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body recognize and commend the leaders and members of the Douglas County Meth Task Force and express appreciation and congratulations on their accomplishments.

BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed to transmit an appropriate copy of this resolution to Jesse Hambrick.
