A
RESOLUTION
To
create the Senate Study Committee on Guaranteed Admission to the University
System of Georgia; and for other purposes.
WHEREAS,
the State of Georgia has many bright and talented students graduate in the top
10 percent of their high school classes each year; and
WHEREAS,
the competition for admission to the colleges and universities that comprise the
University System of Georgia is stiff and sometimes overwhelming;
and
WHEREAS,
it is in the best interests of the State of Georgia to ensure that our best and
brightest students remain in Georgia and provide this state with the benefit of
their knowledge and intellect; and
WHEREAS,
one suggestion to achieve this end is to guarantee the top 10 percent of
graduates from each high school each year admission to the University System of
Georgia college or university of their choice; and
WHEREAS,
programs such as this have been used by other states, but questions remain
concerning such programs including whether such programs are in the best
interests of the students who may not be prepared for the rigors of higher
education at some of these colleges and universities and whether the colleges
and universities can adapt to this type of admissions program without harming
their educational mission; and
WHEREAS,
this concept is certainly worthy of serious study and review to determine if it
would be workable in Georgia and whether it would be beneficial to Georgia
students.
NOW,
THEREFORE, BE IT RESOLVED BY THE SENATE that there is created the Senate Study
Committee on Guaranteed Admission to the University System of Georgia to be
composed of five members of the Senate to be appointed by the Senate Committee
on Assignments. The Senate Committee on Assignments shall designate a member of
the committee as chairperson of the committee. The chairperson shall call all
meetings of the committee.
BE
IT FURTHER RESOLVED that the committee shall undertake a study of the above
issues and recommend any actions or legislation that the committee deems
necessary or appropriate. The committee may conduct such meetings at such
places and at such times as it may deem necessary or convenient to enable it to
exercise fully and effectively its powers, perform its duties, and accomplish
the objectives and purposes of this resolution. The committee is authorized to
travel outside the State of Georgia to observe and investigate the manner in
which other states address the issues before the committee. The members of the
committee shall receive the allowances authorized for legislative members of
interim legislative committees but shall receive the same for not more than ten
days unless additional days are authorized. The funds necessary to carry out
the provisions of this resolution shall come from the funds appropriated to the
Senate. In the event that the committee makes a report of its findings and
recommendations with suggestions for proposed legislation, if any, such report
shall be made on or before December 31, 2006. The committee shall stand
abolished on December 31, 2006.
