A BILL TO BE ENTITLED
AN ACT

To amend Code Section 46-5-134 of the Official Code of Georgia Annotated, relating to the establishment of the Emergency Telephone System Fund, so as to authorize the use of "911" Emergency Telephone System Fund money to establish and operate a "311" nonemergency phone system; to provide for related matters; to repeal conflicting laws; and for other purposes.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.
Code Section 46-5-134 of the Official Code of Georgia Annotated, relating to the establishment of the Emergency Telephone System Fund, is amended by inserting immediately following paragraph (6) of subsection (e) a new paragraph (6.1) to read as follows:
"(6.1) The establishment and continuing operation of a '311' phone system by the governing authority of a local government which operates a '911' emergency system, which '311' system shall be a three digit phone number that can be dialed to reach help for nonemergency services provided by a local government or as a '911' backup system; provided, however, that no revenue from a local government´s Emergency Telephone System Fund may be used for this purpose unless the local government is fully funding an operational local emergency '911' system that meets all state standards required by this part; and provided, further, that no more than one-third of the revenue within a local government´s Emergency Telephone System Fund may be delegated to establish and operate a nonemergency '311' system;"

SECTION 2.
All laws and parts of laws in conflict with this Act are repealed.
