A RESOLUTION

Commending Georgia's Superior Court Clerks and the Georgia Superior Court Clerks' Cooperative Authority and inviting their selected delegates to appear before the House of Representatives; and for other purposes.

WHEREAS, Georgia's Superior Court Clerks perform numerous critical functions related to the administration of justice, in addition to serving as the record keepers of trust in each of this state's 159 counties; and

WHEREAS, with great foresight, Georgia's Superior Court Clerks encouraged the General Assembly in 1993 to create the Georgia Superior Court Clerks' Cooperative Authority (GSCCCA), with the legislated mandate of implementing and administrating a state-wide central index for Uniform Commercial Code filings; and

WHEREAS, the GSCCCA has not only fulfilled its original purpose, but has accepted additional projects at the request of other agencies and the General Assembly; and

WHEREAS, these projects include administering a state-wide index for real estate and personal property records, maintaining the central data base of notaries public, and administering a state-wide data base on civil case filings; and

WHEREAS, the GSCCCA is also the centralized collection and distribution agent for all specially designated court fees, costs, criminal penalties, and bond surcharges, providing oversight and accountability for these collections; and

WHEREAS, the system was successfully implemented and the GSCCCA integrated and standardized information from each of Georgia's 159 counties on a central website, accessible via public terminals located in each county clerk's office, as well as through the Internet; and

WHEREAS, the public accesses this invaluable available data via the Internet more than a million times a day; and

WHEREAS, the automated information system created by the GSCCCA is also providing extra revenue for county governments, freeing up local tax dollars for other services; and

WHEREAS, the creation of the GSCCCA was a result of the cooperative efforts of the State Bar of Georgia, the Georgia Superior Court Clerks' Association, the Council of Superior Court Clerks, the Georgia Bankers Association, and the Community Bankers Association of Georgia; and

WHEREAS, a board of ten members governs the GSCCCA, and its activities undergo constant legislative oversight, and the board's meetings are open to the public; and

WHEREAS, the GSCCCA has been continually praised for its wise use of available resources, and it has been proven to be a resounding success by offering a service that is unique.

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of this body commend Georgia's Clerks of Superior Court and the Georgia Superior Court Clerks' Cooperative Authority for moving our state to the forefront of court technology leadership and using this technology to make life easier for those who need access to real estate records, financing statements, and other legal documents.

BE IT FURTHER RESOLVED that the selected delegates of Georgia's Superior Court Clerks are invited to appear before the House of Representatives for the purpose of being recognized by the House and receiving an appropriate copy of this resolution at a date and time to be fixed by the Speaker of the House.
