RESOLUTION
Recognizing
and commending the Hydrogen Fuel Cell Corridor Program at Clayton College and
State University and the creation of a Workforce Training and Technology
Certification Program being developed as a partnership between the United States
Air Force, Georgia Institute of Technology, and Clayton College and State
University; and for other purposes.
WHEREAS,
President George Bush has requested that the United States expand the use of
hydrogen fuel as a means of reducing our need for foreign oil; and
WHEREAS,
hydrogen is the simplest, most abundant element in the universe and can be
produced from a wide variety of domestic resources using a number of different
technologies; and
WHEREAS,
fuel cells harness the chemical energy of hydrogen to generate electricity
without combustion or pollution–a key element to the sustainability of
this alternative energy source; and
WHEREAS,
the establishment of a Hydrogen Fuel Cell Corridor Program at Clayton College
and State University along with a Workforce and Technology Certification Program
will position the state for the expected alternative energy jobs as well as the
inevitable new educational and economic development opportunities;
and
WHEREAS,
by advancing the first of its kind, hands-on Hydrogen Teaching Laboratory in
Georgia, this program will establish this state as a national leader in
alternative energy production, helping to provide Georgians with cleaner air
and, as estimated by the United States Census Project, 1.5 million hydrogen
related industry jobs while helping to enhance the nation's security and energy
independence; and
WHEREAS,
this program will enhance the value of Georgia's military bases under future
BRAC considerations and increase the potential of the anticipated new Department
of Defense Alternative Energy Integration Agency to be headquartered in Georgia;
and
WHEREAS,
with an expected $100 million in manufacturers' public private investments; $10
million per year in expected tourism revenues; and, as an eventual replacement
for gasoline and diesel fuel, a minimum estimated $6 billion per year in
hydrogen and hydrogen related industry revenues, the establishment of the
Hydrogen Fuel Cell Corridor Program at Clayton College and State University and
a Workforce Training and Technology Certification Program is a sound investment
in the future of this great state.
NOW,
THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that this body
recognizes the significant value of the Hydrogen Fuel Cell Corridor Program at
Clayton College and State University and the Workforce Training and Technology
Certification Program being developed by the United States Air Force, Georgia
Institute of Technology, and Clayton College and State University and commends
each member of this partnership for their contributions to the State of
Georgia.

IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized
and directed to transmit appropriate copies of this resolution to the United
States Air Force, Georgia Institute of Technology, and Clayton College and State
University.
