RESOLUTION
Urging
the Board of Regents of the University System of Georgia and the Georgia Student
Finance Commission to ensure that only qualified students receive HOPE
scholarships and grants; and for other purposes.
WHEREAS,
HOPE scholarships and grants have benefited many Georgia students and have
provided opportunities for these students to attend college and technical
schools to further their educations who would not otherwise have been able to
attend; and
WHEREAS,
HOPE rewards those students who strive for excellence and put forth the effort
to do what is necessary to achieve good grades and work within our educational
system; and
WHEREAS,
the law governing the eligibility for HOPE scholarships and grants specifically
limits such scholarships and grants to persons who are either United States
citizens or permanent resident aliens who meet the definition of an eligible
noncitizen under the requirements of Title IV of the federal Higher Education
Act of 1965, as amended, 20 U.S.C.A. Section 1070, et seq.; and
WHEREAS,
when HOPE funds are used to provide scholarships and grants to persons who are
not eligible under law, there is the possibility that deserving eligible
students may not receive scholarships or grants or that such scholarships and
grants may not be fully funded; and
WHEREAS,
the Board of Regents of the University System of Georgia should verify and
ensure that each student admitted to and pursuing a course of study in any of
its institutions who receives HOPE funding is eligible for and entitled to such
funding; and
WHEREAS,
the Georgia Student Finance Commission as the administrator of the HOPE
scholarship and grant program should ensure that each student receiving HOPE
funding is eligible for and entitled to such
funding.
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of this body urge the Board of Regents of the University System of Georgia to verify and ensure that each student admitted to and pursuing a course of study in any of its institutions who receives HOPE funding is eligible for and entitled to such funding and the Georgia Student Finance Commission to ensure that each student receiving HOPE funding is eligible for and entitled to such funding.
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of this body urge the Board of Regents of the University System of Georgia to verify and ensure that each student admitted to and pursuing a course of study in any of its institutions who receives HOPE funding is eligible for and entitled to such funding and the Georgia Student Finance Commission to ensure that each student receiving HOPE funding is eligible for and entitled to such funding.
BE
IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized
and directed to transmit an appropriate copy of this resolution to the Board of
Regents of the University System of Georgia and the Georgia Student Finance
Commission.
