A BILL TO BE ENTITLED
AN ACT

To amend an Act relating to the Glynn County Board of Elections and Registration, approved March 24, 1994 (Ga. L. 1994, p. 3977), so as to change provisions relating to the selection of members of the board; to provide for one member to be appointed by the board of commissioners of Glynn County rather than the grand jury; to provide for the current member in that position to complete his or her current term of office; to provide for related matters; to provide for submission under the federal Voting Rights Act; to repeal conflicting laws; and for other purposes.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.
An Act relating to the Glynn County Board of Elections and Registration, approved March 24, 1994 (Ga. L. 1994, p. 3977), is amended by striking paragraph (1) of Section 2 and inserting in its place a new paragraph to read as follows:
"(1) Two members shall be appointed by the chairperson of the Glynn County executive committee of the political party whose candidates, at the last preceding general election, received the largest number of votes in this state for members of the General Assembly. Two members shall be appointed by the chairperson of the Glynn County executive committee of the political party whose candidates at such election received the next largest number of such votes. One member shall be appointed by the Glynn County board of commissioners."

SECTION 2.
This Act shall not affect the term of office of the member of the board of elections who was appointed by the Glynn County grand jury and who is in office on the date this Act is approved by the Governor or becomes law without such approval. Such member shall serve out the remainder of the term for which he or she was appointed, but upon the expiration of such term of office or in the event of a vacancy, his or her successor shall be appointed by the Glynn County board of commissioners.

SECTION 3.
The governing authority of Glynn County shall through its legal counsel cause this Act to be submitted for preclearance under the federal Voting Rights Act of 1965, as amended; and such submission shall be made to the United States Department of Justice or filed with the appropriate court no later than 30 days after the date on which this Act is approved by the Governor or otherwise becomes law without such approval.

SECTION 4.
This Act shall become effective upon its approval by the Governor or upon its becoming law without such approval.

SECTION 5.
All laws and parts of laws in conflict with this Act are repealed.
