The House Committee on Governmental Affairs offers the following substitute
to HB 469:

A BILL TO BE ENTITLED
AN ACT

To amend Code Section 36-62-5 of the Official Code of Georgia Annotated, relating to compensation and expense reimbursement of directors of local development authorities, so as to provide that the governing authority of a county or city may authorize the payment of a per diem or monthly allowance to its development authority director; to provide for related matters; to provide an effective date; to repeal conflicting laws; and for other purposes.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.
Code Section 36-62-5 of the Official Code of Georgia Annotated, relating to compensation and expense reimbursement of directors of local development authorities, is amended by striking subsection (c) and inserting in its place a new subsection to read as follows:
"(c) The directors shall receive no compensation for their services but shall be reimbursed for their actual expenses incurred in the performance of their duties; provided, however, the directors of the development authority activated by counties having a population of 550,000 or more according to the United States decennial census of 1980 or any future such census shall may be paid a monthly allowance or per diem allowance to be determined by the governing authority of such counties the county or city for which the authority was created for each day, or part thereof, spent in the performance of their duties. In the case of a joint development authority, any allowance shall be established by concurrent action of the governing bodies of the participating political subdivisions."

SECTION 2.
This Act shall become effective upon its approval by the Governor or upon its becoming law without such approval.

SECTION 3.
All laws and parts of laws in conflict with this Act are repealed.
