A BILL TO BE ENTITLED
AN ACT

To repeal an Act providing a new charter for the City of Coleman, approved April 19, 2000 (Ga. L. 2000, p. 3658), and abolish said city; to provide for the disposition of the assets, property, and legal rights and obligations of the city and the winding up of city affairs; to provide for submission under the federal Voting Rights Act of 1965, as amended; to provide effective dates; to repeal conflicting laws; and for other purposes.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.
An Act providing a new charter for the City of Coleman, approved April 19, 2000 (Ga. L. 2000, p. 3658), is repealed, and the City of Coleman is abolished. The assets, property, and legal rights and obligations of the city shall devolve upon the governing authority of Randolph County, and the affairs of the city shall be wound up, all the same as provided for a terminated municipality under subsection (g) of Code Section 36-30-7.1 of the Official Code of Georgia Annotated.

SECTION 2.
The governing authority of the City of Coleman shall through its legal counsel cause this Act to be submitted for preclearance under the federal Voting Rights Act of 1965, as amended; and such submission shall be made to the United States Department of Justice or filed with the appropriate court no later than 45 days after the date on which this Act is approved by the Governor or otherwise becomes law without such approval.

SECTION 3.
This Act shall become effective upon its approval by the Governor or upon its becoming law without such approval, except that Section 1 of this Act shall become effective on January 1, 2007.

SECTION 4.
All laws and parts of laws in conflict with this Act are repealed.
