A BILL to be entitled an Act to amend Title 36 of the O.C.G.A., relating to local government, so as to enact the "Rural Georgia Economic Development Act of 2006"; to provide a short title; to authorize the creation of community improvement districts by certain counties in this state; to provide for the governance and operation of such districts; to provide for certain standards for the creation of a district; to create a board of supervisors for the district and provide for the selection, powers, duties, responsibilities, terms, and filling of vacancies of members of the board; to provide for a district manager and other employees and their compensation; to provide for applicability of laws concerning open meetings and open records; to provide for related matters; to provide an effective date; to provide for a contingency; to repeal conflicting laws; and for other purposes.
