A BILL to be entitled an Act to provide a new charter for the City of Warm Springs; to repeal the existing charter and all amendatory acts thereto; to provide for incorporation, boundaries, and powers of the city; to provide examples of the city's powers; to provide for a city council as the governing authority of such city and the powers, duties, authority, election, terms, vacancies, compensation, expenses, qualifications, prohibitions, and conflicts of interest relative to such governing authority; to provide for inquiries and investigations; to provide for eminent domain; to provide for organizational and regular and special meetings, rules of procedure, and quorums; to provide for procedures to enact ordinances, ordinances in case of emergencies, and codes of technical regulations; to provide for construction and severability; to provide for other matters relative to the foregoing; to provide for an effective date; to repeal specific local acts; to repeal conflicting general acts; and for other purposes.
