The House yesterday passed a comprehensive revision of the state’s law governing crime victim restitution. The detailed bill allows courts to consider victim impact statements when determining restitution and includes juvenile offenders and willfully negligent parents under its provisions. Also covered is an array of practical considerations including deadlines for payment as well as how restitution payments are made.

House Bill 172, which passed 143 to 29, now goes to the Senate.

Also adopted was House Bill 299 which sets a uniform 127 semester hours eligibility for H.O.P.E. scholars. The measure won’t be implemented until the fall of 2005, so currently enrolled students won’t be affected.

Additionally, legislation passed that prohibits municipalities from making wage and employment demands of vendors which do business with a city.
