A collision between House and Senate negotiators over judicial spending in the 2007 Appropriations Bill resulted in a rare address to the House by Speaker Glenn Richardson yesterday. At loggerheads over controlling how the courts money is spent, the house wants to give the courts control of their budget, conference committee members are slated to meet in a desperate effort to negotiate a deal as the end of the session ticks down. Failure to do so could result in a special session. House and Senate negotiators also conferred on a host of fronts to hammer out differences on an array of issues. The process is this … when either chamber changes the other’s bill the body in which the legislation originates must agree to the change. If not a conference committee, composed of three Representatives and three Senators, is appointed to work out the differences. This work will continue right down to the end of the line … Sine Die.
