Wednesday, September 7, 2005 Special Session Day # 1 TODAY ON THE FLOOR Speaker of the House Glenn Richardson (R-Hiram) and gaveled the House into session today, at 1:00 p.m., for the first legislative day of the 2005 Special Session called by Governor Sonny Perdue. The Speaker recognized the Clerk of the House, Robby Rivers, to read a proclamation by Governor Perdue convening the General Assembly into Special Session for the purpose of addressing motor fuel taxes in the State of Georgia, and ratifying two executive orders. The Speaker then recognized Rep. Len Walker (R-Loganville) to be the Devotional Speaker of the Day, and led the House in devotion, prayer, and the pledge of allegiance. The Clerk then read resolutions establishing the order of business for the day, notifying the Senate that the House was in session, and notifying the Governor that the General Assembly has now convened in Special Session and is ready for the transaction of business.
The Speaker then recognized Representatives Jerry Keen, Bob Holmes, Alisha Thomas Morgan, and Speaker Pro Tem Mark Burkhalter to deliver Morning Orders (formerly known as Points of Personal Privileage), and speak from the well of the House. Speaker Richardson recognized Majority Leader Jerry Keen (R-St. Simon’s Island) to describe the procedure and meeting schedule for the week of this special legislative session.
The only business on the House Floor was the first readings of H.B. 05 EX 1 and H.B. 05 EX 2 read by the Clerk of the House. After the first readings, Speaker Richardson assigned the bills to the House Ways & Means Committee, chaired by Rep. Larry O’Neal (R-Warner Robbins). After the assignment of bills, the Speaker gaveled the House into recess to begin the committee process.

The Committee on Rules today has fixed the calendar for the 3rd Legislative Day, Thursday, September 8, as enumerated below, and can be called at the pleasure of the Speaker of the House.
DEBATE CALENDAR Structured Rule H.B. 05 EX 1 —A bill ratifying the Executive Order 09.02.05.01 suspending the collection of all state sales and use taxation, state excise taxation, and the second motor fuel tax as those taxes apply to aviation gasoline, and motor fuel used to propel motor vehicles for use on or off public highways including gasoline, dyed fuel oils, liquid propane gas, and other special fuels including not limited to gasohol, ethanol, liquefied natural gas, or compressed natural gas, and excluding jet fuel, commencing with all deliveries occurring immediately following the last moment of September 2, 2005, until the General Assembly acts upon this Order. - Authored by: Rep.
