Senate Resolution 1183

A RESOLUTION

Creating the Senate Study Committee on Remote Service Terminal (ATM) Safety; and for other purposes.

WHEREAS, The General Assembly recognizes the importance of safe use of automatic teller machines; and

WHEREAS, ATM use continues to grow at a staggering rate and approximately 12 billion ATM transactions take place per year at thousands of ATMs; and

WHEREAS, technological advances have brought about proposals for additional ATM security measures; and

WHEREAS, public fear of ATM related theft is increasing; and

WHEREAS, there is a need to study the availability of 9-1-1 emergency service at remote service terminal locations; and

WHEREAS, research indicates there is a reverse personal identification number (PIN) warning safety system that claims to offer added security to customers in the event of a robbery while using their ATM by which an ATM user can punch in their PIN backward and police are alerted; and

WHEREAS, remote service terminal safety is of concern to Georgia citizens and a thorough study of this matter is needed to determine what measures may be taken to help ensure the safety of ATM users.

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that there is created the Senate Study Committee on Remote Service Terminal (ATM) Safety to be composed of five members of the Senate to be appointed by the Committee on Assignments. The Committee on Assignments shall designate a member of the committee as chairperson. The chairperson shall call all meetings of the committee.

BE IT FURTHER RESOLVED that the committee shall undertake a study of the above issues and recommend any actions or legislation that it deems necessary or appropriate. The committee may conduct such meetings at such places and at such times as it may deem necessary or convenient to enable it to exercise fully and effectively its powers, perform its duties, and accomplish the objectives and purposes of this resolution. The members of the committee shall receive the allowances provided for in Code Section 28-1-8 of the Official Code of Georgia Annotated. The allowances authorized by this resolution shall not be received by any member of the committee for more than five days unless additional days are authorized. The funds necessary to carry out the provisions of this resolution shall come from the funds appropriated to the Senate. In the event that the committee makes a report of its findings and recommendations with suggestions for proposed legislation, if any, such report shall be made on or before December 1, 2006. The committee shall stand abolished on December 1, 2006.
