A
RESOLUTION
Urging
the United States Congress and the President of the United States to pass
meaningful changes to protect threatened or endangered species; and for other
purposes.
WHEREAS,
many citizens of Georgia are directly affected by actions taken under the
provisions of the Endangered Species Act; and
WHEREAS,
on September 29, 2005 the U.S. House of Representatives passed H.R. 3824, the
Threatened and Endangered Species Recovery Act of 2005 (TESRA) with bipartisan
support; and
WHEREAS,
Georgia Congressmen Sanford Bishop, Jack Kingston, Charlie Norwood, and David
Scott cosponsored H.R. 3824, the Threatened and Endangered Species Recovery Act
of 2005 (TESRA); and
WHEREAS,
H.R. 3824 was also supported by Georgia Congressmen John Barrow, Nathan Deal,
Phil Gingrey, John Linder, Jim Marshall, Tom Price and Lynn Westmoreland;
and
WHEREAS,
the state of Georgia is home to 63 species of plants and animals on the Federal
Endangered and Threatened Species List; and
WHEREAS,
the citizens of Georgia are performing many voluntary measures to help in the
conservation and recovery of species which are or may become listed as
threatened or endangered; and
WHEREAS,
the current Endangered Species Act as structured has not created meaningful
incentives to engage private landowners in conservation and has failed to
achieve its ultimate aim in the recovery of endangered species; and
WHEREAS,
H.R. 3824, the Threatened and Endangered Species Recovery Act of 2005 (TESRA)
will focus on species recovery, prioritize recovery efforts, expand the role of
states for managing listed species, and compensate landowners for their efforts
in species protection.
NOW,
THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body urge the
United States Congress and the President of the United States to act soon on
comprehensive Endangered Species Act reform that effectively promotes species
conservation and preservation within the state of Georgia and the United States
of America.
BE
IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed
to transmit an appropriate copy of this resolution to each member of the Georgia
congressional delegation and the President of the United States.
