Senate Resolution 1113

A RESOLUTION

To create the Senate Study Committee on Student Loans; and for other purposes.

WHEREAS, the State of Georgia has many talented students who cannot afford the cost of postsecondary educations; and

WHEREAS, although there are many opportunities for many students to obtain scholarships, grants, and loans to finance their educations, there are some deserving students who cannot obtain such financial assistance or a sufficient amount of such assistance to defray the costs of college; and

WHEREAS, it is in the best interests of the State of Georgia to ensure that these students have an opportunity to attend college and provide this state with the benefit of their knowledge and intellect; and

WHEREAS, it may be beneficial to the State of Georgia to create a student loan program for these students that would provide a maximum loan amount of $10,000.00 per year or the cost of attendance of a student minus the expected family assistance and the estimated amount of the student́s other loans, grants, and scholarships; and

WHEREAS, applicants for such loans shall be required to apply for other educational assistance, including scholarships, grants, and other loans, and to provide information regarding such other applications and the result of such applications as a condition of applying for a loan; and

WHEREAS, such loans would be designed to be funding of the last resort for students who have diligently sought scholarships, grants, and other loans but cannot obtain sufficient funding for their educations; and

WHEREAS, this concept is certainly worthy of serious study and review to determine if it would be workable in Georgia and whether it would be beneficial to Georgia students.

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that there is created the Senate Study Committee on Student Loans to be composed of five members of the Senate to be appointed by the Senate Committee on Assignments. The Senate Committee on Assignments shall designate a member of the committee as chairperson of the committee. The chairperson shall call all meetings of the committee.

BE IT FURTHER RESOLVED that the committee shall undertake a study of the above issues and recommend any actions or legislation that the committee deems necessary or appropriate. The committee may conduct such meetings at such places and at such times as it may deem necessary or convenient to enable it to exercise fully and effectively its powers, perform its duties, and accomplish the objectives and purposes of this resolution. The members of the committee shall receive the allowances authorized for legislative members of interim legislative committees but shall receive the same for not more than five days unless additional days are authorized. The funds necessary to carry out the provisions of this resolution shall come from the funds appropriated to the Senate. In the event that the committee makes a report of its findings and recommendations with suggestions for proposed legislation, if any, such report shall be made on or before December 31, 2006. The committee shall stand abolished on December 31, 2006.
