BILL TO BE ENTITLED
AN ACT
AN ACT
To
amend Article 1 of Chapter 18 of Title 45 of the Official Code of Georgia
Annotated, relating to the state
employeeś
health insurance plan, so as to create a joint committee of the General Assembly
to be known as the Joint Committee to Study the State Health Care Benefit Plan;
to provide for membership; to provide for quarterly meetings; to provide for a
series of public meetings across the state; to provide for automatic repeal; to
provide for an effective date; to repeal conflicting laws; and for other
purposes.
BE
IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION
1.
Article
1 of Chapter 18 of Title 45 of the Official Code of Georgia Annotated, relating
to the state
employeeś
health insurance plan, is amended by adding a new Code section to read as
follows:
"45-18-20.
(a)
There is created as a joint committee of the General Assembly the Joint
Committee to Study the State Health Care Benefit Plan. The members shall be
named by the Speaker of the House of Representatives, the President Pro Tempore
of the Senate, the Governor, the Georgia Association of Educators, the Georgia
Association of Educational Leaders, the Georgia Retired Educators Association,
the Georgia School Board Association, the Georgia School Superintendents
Association, and the Professional Association of Georgia Educators. The members
of the committee shall be appointed no later than May 1, 2006.
(b)
The committee shall meet quarterly through 2006 and issue a final report no
later than December 31, 2006, with findings and recommendations to be acted
upon during the 2007 session of the General Assembly.
(c)
The committee shall hold a series of public meetings across the state to hear
from citizens, providers, and others on their views of the status of the current
plan and their suggestions for plan improvements with regard to access, quality
of service, and plan costs.
(d)
The committee shall stand abolished and this Code section shall be automatically
repealed on December 31,
2006."
SECTION
2.
This
Act shall become effective upon its approval by the Governor or upon its
becoming law without such approval.
SECTION
3.
All
laws and parts of laws in conflict with this Act are repealed.
