A BILL TO BE ENTITLED
AN ACT

To amend Chapter 1 of Title 50 of the Official Code of Georgia Annotated, relating to general provisions concerning state government, so to provide that no state agency or state officer shall accept or utilize certain grants or funds except under certain conditions; to repeal conflicting laws; and for other purposes.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.
Chapter 1 of Title 50 of the Official Code of Georgia Annotated, relating to general provisions concerning state government, is amended by adding a new Code Section 50_1_8 to read as follows:
"50_1_8.
No state agency or state officer shall accept or utilize grants or funds from private foundations, private funds, or other similar sources from outside of state government for any purpose associated with the performance of the official duties and responsibilities of such agency or officer unless:
(1) Such grants or funds are included within and accounted for in the current budget of such agency or officer passed by the General Assembly and approved by the Governor; or
(2) The agency or officer receives the express prior written authorization of the chairperson of the House Committee on Appropriations and the chairperson of the Senate Appropriations Committee to accept and utilize such grants or funds."

SECTION 2.
All laws and parts of laws in conflict with this Act are repealed.
