RESOLUTION
Urging
the United States Congress to create a constitutional amendment study commission
to examine whether the Constitution of the United States should be amended to
eliminate the electoral college and to provide for proportional representation
by political party or body in Congress; and for other purposes.
WHEREAS,
the United States has recently assisted in the establishment of new democratic
governments in Afghanistan and Iraq and, in each case, has established a
government based upon a form of proportional representation by political party
or similar organization in those countries; and
WHEREAS,
in many, if not most, of the democracies in the world, the concept of
proportional representation forms the basis of their legislative bodies;
and
WHEREAS,
the United States is made up of many diverse political parties and
organizations, but, due to the system that is used in this country for the
election of members of Congress, Congress is dominated almost exclusively by two
political parties, the Democrats and Republicans; and
WHEREAS,
we have seen recently the election of a President who did not receive the
highest number of popular votes due to the manner in which the Electoral College
operates; and
WHEREAS,
the Electoral College can prevent the will of a majority of the people from
being heard and cause the votes of the citizens of one state to weigh more
heavily than the votes of the citizens of other states; and
WHEREAS,
it is time that a serious review of these two institutions should be had and a
determination made if the method of election of members of Congress should be
revised to ensure that the diversity of thought in this country is fully
represented in such body and if the Electoral College should be abolished and a
provision made for the direct election of the President.
NOW,
THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of
this body urge the United States Congress to create a constitutional amendment
study commission to examine whether the Constitution of the United States should
be amended to eliminate the electoral college and to provide for proportional
representation by political party or body in Congress.
BE
IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized
and directed to transmit an appropriate copy of this resolution to each member
of the Georgia congressional delegation.
