House Resolution 414
By: Representative Stanley-Turner of the 53rd

A RESOLUTION

Urging local governing authorities, law enforcement agencies, and broadcasters to coordinate an alert system for missing disabled adults; and for other purposes.

WHEREAS, Levís Call, Georgiás implementation of the "Amber Alert" program, was established in January of 2002, as a voluntary partnership between law enforcement, emergency management, and broadcasters to activate an urgent bulletin in child abduction cases; and

WHEREAS, Levís Call has proven to be a popular and effective program in the state, helping locate children in desperate situations before tragedy occurs; and

WHEREAS, a similar program is needed to address the tragedy and heartbreak involved in the disappearance of disabled adults, especially older persons with dementia, who simply wander away from their care giver and are adrift in an uncaring world where many simply perish; and

WHEREAS, often such missing persons are at the end of a happy, productive, and caring life and deserve the protection of society, as nature has robbed them of being able to protect themselves; and

WHEREAS, the City of Atlanta has established an exemplary alert program known as "Mattiés Call" which serves as a model for other jurisdictions to follow; and

WHEREAS, it is vital that each local jurisdiction establishes a "Mattiés Call" alert system which ties into all surrounding jurisdictions to create a seamless state-wide web.

NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA that the local governments, law enforcement agencies, and broadcasters of this state are encouraged to work together to establish an alert system for missing disabled adults.
BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized and directed to provide appropriate copies of this resolution to the public and the press.
