House Resolution 410 (RULES COMMITTEE SUBSTITUTE)

A RESOLUTION

Creating the House Study Committee on Reporting Requirements for Local School Systems; and for other purposes.

WHEREAS, the General Assembly is concerned with the increasing number of reports and data that are required to be submitted by local school systems; and

WHEREAS, both the Georgia Department of Education and the Georgia General Assembly require local school systems to submit periodic and annual reports and data in various areas; and

WHEREAS, it has been stated that time and resources that local school systems, educators, and administrators have to expend on gathering data and submitting reports is time that is taken away from the day to day operations of a local school system; and

WHEREAS, the General Assembly believes that it is in the best interests of the public education system of Georgia to review the reporting requirements of local school systems and to determine whether such reports are necessary to the goals of public education or whether such reports are obsolete and unnecessary.

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that there is created the House Study Committee on Reporting Requirements for Local School Systems to be composed of five members. Five members of the House of Representatives shall be appointed by the Speaker of the House of Representatives to be members of the committee. The Speaker of the House of Representatives shall designate a member of the committee to serve as chairperson. The chairperson shall call all meetings of the committee.

BE IT FURTHER RESOLVED that the committee may conduct such meetings at such places and at such times as it may deem necessary or convenient to enable it to exercise fully and effectively its powers, perform its duties, and accomplish the objectives and purposes of this resolution. The legislative members of the committee shall receive the allowances authorized for legislative members of interim legislative committees but shall receive the same for not more than three days unless additional days are authorized. The funds necessary to carry out the provisions of this resolution shall come from the funds appropriated to the House of Representatives. No allowance shall be paid for other members of the committee. In the event the committee makes a report of its findings and recommendations, with suggestions for proposed legislation, if any, such report shall be made on or before December 31, 2006. The committee shall stand abolished on December 31, 2006.
