A RESOLUTION

Recognizing and commending Dr. Kathleen E. Toomey for excellence in the field of public health; and for other purposes.

WHEREAS, a graduate of Harvard Medical School and the Harvard School of Public Health, Dr. Kathleen E. Toomey served for three years as clinical director of the Kotzebue Service Unit with the Indian Health Service in Northwest Alaska before being selected as a Pew Health Policy Research Fellow at the University of California, San Francisco in 1985; and

WHEREAS, Dr. Toomey subsequently joined the Division of STD/HIV Prevention of the Centers for Disease Control and Prevention, and, in 1991, she served as a legislative assistant on health issues for U.S. Senator John Chafee, helping to shape national public health policy; and

WHEREAS, through the course of her distinguished career, Dr. Toomey has made many outstanding contributions to the field of public health, especially in the areas of women's health, health services in underserved areas, and the epidemiology and prevention of STDs and HIV/AIDS, for which she has been recognized by numerous eminent awards and the highest esteem of her colleagues; and

WHEREAS, her intelligence, expertise, and exceptional leadership skills did not go unnoticed within the Georgia Division of Public Health, and Dr. Toomey was named Director of the Division of Public Health, Georgia Department of Human Resources in 1997 and was appointed to serve on Georgia's Homeland Security Task Force by Governor Roy Barnes in 2001; and

WHEREAS, in these positions, Dr. Toomey has dedicated herself to protecting the health of the citizens of Georgia and has been a determined advocate for the collaboration of public health and law enforcement officials to promote homeland security, a service which merits the state's highest thanks and commendation.
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of this body join in recognizing Dr. Kathleen E. Toomey and expressing sincere gratitude for her many contributions to the State of Georgia and the health and safety of its citizens.

BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized and directed to transmit an appropriate copy of this resolution to Dr. Kathleen E. Toomey.
