WHEREAS, DeKalb Countýs form of government was adopted after careful study by several committees, political representatives, and civic organizations; and

WHEREAS, DeKalb County has been through many changes in the nearly 25 years since the adoption of its form of government, and the time has come for another careful study to determine if a reorganization of the countýs government could provide a government more representative of the countýs citizens and more efficient in the delivery of government services for the citizens of the county; and

WHEREAS, the citizens of DeKalb County would be well served if a distinguished committee took a critical look at what changes, if any, might best serve the residents of the county.
