A
RESOLUTION
Creating
the House Study Committee on the Restructuring of DeKalb County Government; and
for other purposes.
WHEREAS,
DeKalb
Countýs
form of government is unique in the state of Georgia; and
WHEREAS,
the local Act of the General Assembly which established this unique form of
county government and fixed the powers and duties of the officers constituting
the governing authority was enacted in 1981 (Ga. L.1981, p. 4304);
and
WHEREAS,
many portions of the local Act may be amended only after approval by the voters
of DeKalb County in a referendum; and
WHEREAS,
DeKalb
Countýs
form of government was adopted after careful study by several committees,
political representatives, and civic organizations; and
WHEREAS,
DeKalb County has been through many changes in the nearly 25 years since the
adoption of its form of government, and the time has come for another careful
study to determine if a reorganization of the
countýs
government could provide a government more representative of the
countýs
citizens and more efficient in the delivery of government services for the
citizens of the county; and
WHEREAS,
the citizens of DeKalb County would be well served if a distinguished committee
took a critical look at what changes, if any, might best serve the residents of
the county.
NOW,

the House Study Committee on the Restructuring of DeKalb County Government. The
