RESOLUTION
Expressing
regret at the passing of State Representative Henry Howard and inviting his
family to appear before the House of Representatives; and for other
purposes.
WHEREAS,
State Representative Henry Howard passed away unexpectedly on Monday, October 3,
2005, in Augusta at the age of 75; and
WHEREAS,
Representative Howard worked at
Davidsońs
Department Store and J.B.
Whités
Department Store before founding
Howard́s
Enterprises, which included
Howard́s
Upholstery, Uniforms Unlimited, and
Tinás
Shoe Gallery, and he was a gospel music promoter, one of the founders of the
Spirits of Harmony gospel quartet, and the executive producer of the television
show, "Parade of Quartets," which is in its fifty-first year; and
WHEREAS,
he began his political career as a member of the Richmond County Board of
Commissioners, where he served from 1985 to 1990, and he was elected to the
Georgia General Assembly in 1990, where he served as a member of the House of
Representatives until his death; and
WHEREAS,
Representative Howard served on numerous committees during his 14 year tenure,
always representing his constituents and the people of the State of Georgia with
intelligence and dignity, and as a small business owner, he understood the
challenges and needs of the average citizen; and
WHEREAS,
he will be remembered as a consensus builder, often a voice of calm in the
storm, and he advised younger representatives on the importance of knowing when
to compromise and when to fight and never to turn a political battle into a
personal attack on an opponent; and
WHEREAS,
perhaps his highest praise comes from his loving wife, Earnestine, who said,
"He was a true public servant, and he loved helping people, and he was truly the best husband, the best father any man could be - just a true family man."

NOW,
THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of
this body note the passing of State Representative Henry Howard with a mixture
of sadness and joy in the resurrection and offer prayers for his grieving family
and friends.
BE
IT FURTHER RESOLVED that the family of State Representative Henry Howard is
invited to appear before this body on a date and at a time to be designated by
the Speaker of the House of Representatives.
BE
IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized
and directed to transmit an appropriate copy of this resolution to Earnestine
Howard.
