RESOLUTION
Creating
the Joint Study Committee on Personal Safety Education and Abduction Avoidance;
and for other purposes.
WHEREAS,
in 1999 approximately 262,100 children were abducted; and
WHEREAS,
in 2000 students ages 12 through 18 were victims of approximately 1.9 million
crimes at school, including approximately 128,000 serious violent crimes such as
rape, sexual assault, robbery, and aggravated assault; and
WHEREAS,
a study is needed to assess and determine what should be taught to children in
public schools in Georgia about personal safety and abduction
avoidance.
NOW,
THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA that there is
created the Joint Study Committee on Personal Safety Education and Abduction
Avoidance to be composed of 14 members. The members shall include the
chairperson of the House Children and Youth Committee or his or her designee and
the chairperson of the House Education Committee or his or her designee and the
chairperson of the Senate Education and Youth Committee or his or her designee
and one other member of the Senate appointed by the Senate Committee on
Assignments. The remaining members of the commission shall be appointed by the
Governor as follows:
(1)
One member shall be a representative of the State Superintendent of
Schools;
(2)
One member shall be a representative of the Georgia Association of Education
Leaders;
(3)
One member shall be a representative of the Georgia Association of
Educators;
(4)
One member shall be a representative of the Georgia School Boards
Association;
(5)
One member shall be a representative of the Georgia
Sheriff́s
Association;
(6)
One member shall be a representative of the Georgia Peace Officer Standards and
Training Council; and
(7)
Four members shall be representatives of the Georgia Congress of Parents and
Teachers Association, with one such representative appointed to serve as
chairperson of the committee. The chairperson shall call all meetings of the
committee.
BE
IT FURTHER RESOLVED that the committee shall undertake a study relating to the
subject content of a course to be offered to public school students in grades
kindergarten through 12 concerning personal safety and abduction avoidance. The
committee shall recommend the subject content to the State School Superintendent
in a report to be made on or before December 31, 2007. The State School
Superintendent shall make the report available to each local board of education,
which shall use the report to prescribe a course of study on personal safety and
abduction avoidance for students in grades kindergarten through 12. The
committee shall convene such meetings at such places and at such times as it may
deem necessary or convenient to enable it to exercise fully and effectively its
powers, perform its duties, and accomplish the objectives and purposes of this
resolution, provided that public notice shall be given of at least three
meetings at which public input will be solicited in three different areas of the
state. The legislative members of the committee shall receive the allowances
authorized for legislative members of interim legislative committees but shall
receive the same for not more than five days unless additional days are
authorized. The funds necessary to carry out the provisions of this resolution
shall come from the funds appropriated to the House of Representatives and
Senate. The committee shall stand abolished on December 31, 2007.
