A BILL TO BE ENTITLED
AN ACT

To amend Code Section 21-2-226 of the Official Code of Georgia Annotated, relating to duties of county board in determining eligibility of voters, maps of municipal boundaries, notice of ineligibility, issuance of registration cards, and reimbursement for postage cost, so as to provide for electorś photographs on voter registration cards; to repeal conflicting laws; and for other purposes.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.
Code Section 21-2-226 of the Official Code of Georgia Annotated, relating to duties of county board in determining eligibility of voters, maps of municipal boundaries, notice of ineligibility, issuance of registration cards, and reimbursement for postage cost, is amended by striking subsection (e) and inserting in lieu thereof the following:
"(e) Each elector found eligible to be registered to vote by the board of registrars shall be issued a laminated card which shall contain the electoŕs name and address, a block or space for the electoŕs signature, the date of the electoŕs registration, the name and location of the electoŕs polling place or polling places if the county and municipal polling places are not the same, and the designation of the electoŕs congressional district; state Senate district; state House district; county commission district, if any; county or independent board of education district, if any; and municipal governing authority district, if any, and such other voting districts, if any. On the reverse side of the card, there shall be printed instructions which shall indicate the procedure to be followed in the event of the change of address of the elector. If the elector applied for registration on or after the effective date of this subsection in person to a registrar or deputy registrar or through a designated voter registration office as provided in Code Section 21-2-222, the card shall also contain a photograph of the elector taken at the time and place of application. Any elector whose current voteŕs registration card was issued without a photograph of the elector may, but is not required to, surrender his or her current voteŕs registration card in person to the registrar or deputy registrar or a designated voter registration office specified in Code Section 21-2-222, have his or her photograph taken at such time and place of surrender, and be issued a replacement voteŕs registration card containing the electoŕs photograph; provided, however, that any voter registration card so surrendered shall be destroyed upon issuance of the replacement card. Any such card shall be deemed to have been issued by the state for purposes of Code Section 21-2-417. In the event an elector changes residences within the county in which an elector is registered to vote, the elector may change such electoŕs address by returning the card to the board of registrars of such county indicating the new address. Upon receipt of such card, the board of registrars shall make the necessary changes in the electoŕs registration records and issue a new card to the elector. In the event that an electoŕs precinct, polling place, or voting district or districts change, a new card shall be issued to the elector reflecting such changes. When the boundaries of a precinct are changed, all affected electors shall be sent a new card prior to the next primary or election. The form of such cards shall be determined by the Secretary of State. The issuance of such cards shall be sufficient as a notification of the disposition of an application for voter registration under this Code section, provided that such cards are sent by nonforwardable, first-class mail."

SECTION 2.
All laws and parts of laws in conflict with this Act are repealed.
