A BILL TO BE ENTITLED
AN ACT

To amend an Act creating a board of commissioners for Tift County, approved August 9, 1917 (Ga. L. 1917, p. 396), as amended, particularly by an Act approved April 17, 1975 (Ga. L. 1975, p. 4015), and an Act approved March 28, 1985 (Ga. L. 1985, p. 4875), so as to repeal a requirement that certain commissioners must resign on or before a certain date in order to run for chairperson of the board of commissioners; provide that the board of commissioners of Tift County may establish procedures relative to competitive bids on county purchases of new material, supplies, and equipment and contracts for county work; to provide for public inspection; to repeal conflicting laws; and for other purposes.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.
An Act creating a board of commissioners for Tift County, approved August 9, 1917 (Ga. L. 1917, p. 396), as amended, particularly by an Act approved April 17, 1975 (Ga. L. 1975, p. 4015), and by an Act approved March 28, 1985 (Ga. L. 1985, p. 4875), is amended by striking in its entirety subsection (c) of Section 4A, which reads as follows:
"(c) A member of the board of commissioners from commissioner districts 2, 4, and 5 shall be ineligible to be elected to the position of chairman of the board of commissioners (commissioner district 3) unless such member from commissioner district 2, 4, or 5 resigns as a member of the board of commissioners prior to May 1 of the year in which the general election is held to elect the chairman."

SECTION 2.
Said Act is further amended by inserting after Section 10 a new section to read as follows:

"Section 10A.
The board of commissioners of Tift County may establish procedures relative to county purchases of new material, supplies, and equipment and contracts for county work less than $10,000.00 so as to effect the utmost economy consistent with efficiency and quality. The board may provide for advertisement in any manner it may deem advisable. A copy of all such procedures shall be kept on file in the office of the board and shall be open for inspection by the public."

SECTION 3.
All laws and parts of laws in conflict with this Act are repealed.
