BILL TO BE ENTITLED
AN ACT
AN ACT
To
amend Chapter 4 of Title 1 of the Official Code of Georgia Annotated, relating
to state holidays and observations, so as to establish Jimmy Carter Day in
Georgia; to state legislative findings; to repeal conflicting laws; and for
other purposes.
BE
IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION
1.
Chapter
4 of Title 1 of the Official Code of Georgia Annotated, relating to state
holidays and observations, is amended by adding at its end a new Code section to
read as follows:
"1-4-16.
(a)
The General Assembly and the people of the State of Georgia wish to honor the
public service and accomplishments of our most accomplished native son, former
President Jimmy Carter (James Earl Carter, Jr.) for his many accomplishments and
especially for his many contributions to the citizens of this state, our
country, and the world, including the following:
(1)
President Jimmy Carter was born October 1, 1924, in Plains, Georgia; was
educated in the public schools of Plains; attended Georgia Southwestern College
and the Georgia Institute of Technology, and received a bachelor of science
degree from the United States Naval Academy in 1946; and went on to serve with
honor and distinction as an officer in the United States Navy;
(2)
President Carter had a long and exemplary career of public service, including
service in the Georgia State Senate and as
Georgiás
76th Governor before being elected to the presidency and serving as President of
the United States from January 20, 1977, to January 20, 1981; and
(3)
President Carter during his presidency achieved many important goals in
international diplomacy, the advancement of human rights, environmental
protection, educational improvement, and other areas; and
(4)
The Norwegian Nobel Committee awarded the Nobel Peace Prize for 2002 to former
President Carter for his decades of untiring effort to find peaceful solutions
to international conflicts, to advance democracy and human rights, and to
promote economic and social development;
(5)
Working hand-in-hand with his beloved wife, Rosalynn Smith Carter, President
Carter has accomplished a tremendous amount of good work throughout the world
through the Carter Center, including facilitating the spread of democracy by
ensuring fair elections and improving world health through the eradication of
deadly and disabling parasites; and
(6)
Since his service as President of the United States, President Carter has been a
universally respected senior statesman, and he has exhibited the level of
political activism and unselfish leadership ideally expected, but not always
found, in public trustees; and his public stewardship has been marked by
unmatched dignity, grace, and wisdom.
(b)
October 1 of each year is designated 'Jimmy Carter Day' in
Georgia."
SECTION
2.
All
laws and parts of laws in conflict with this Act are repealed.
