A sea of green swelled under Georgia’s golden dome today as lawmakers observed 4-H day at the state capitol. House lawmakers read a previously adopted resolution recognizing the vital role 4-H plays in developing character and leadership skills among Georgia’s youth. They also honored state 4-H President Nekeisha Randall of Peach County who briefly addressed members.

After honoring guests, the House passed two bills in quick order. HB 208 and HB 210 deal with the bylaws which govern property owners’ associations. HB 208 deals with homeowner associations, while HB 210 addresses condominiums. Both update the code to allow for what is already being commonly practiced. Among the changes are provisions allowing association members to vote by proxy, ballot, or written consent. The new language also changes the quorum requirements. Finally, the bill would require 30 days notification before an owner’s association could place a lien on properties within their jurisdiction. Current law only provides for ten days.

The House will be in recess through the weekend, but will reconvene on Monday, February 16, 2004 at 1:00 p.m. for the eighteenth legislative day.
