                        A BILL TO BE ENTITLED 
                               AN ACT 
 
 
  1- 1  To amend Article 5 of Chapter 8 of Title 34 of the Official 
  1- 2  Code of Georgia Annotated, relating to unemployment 
  1- 3  contributions and payments in lieu of contributions, so as 
  1- 4  to provide for the temporary suspension of such 
  1- 5  contributions and payments; to provide for powers, duties, 
  1- 6  and authority of the state auditor; to repeal conflicting 
  1- 7  laws; and for other purposes. 
 
  1- 8       BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: 
 
  1- 9                           SECTION 1. 
 
  1-10  Article 5 of Chapter 8 of Title 34 of the Official Code of 
  1-11  Georgia Annotated, relating to unemployment contributions 
  1-12  and payments in lieu of contributions, is amended by adding 
  1-13  a new Code section immediately following Code Section 
  1-14  34-8-151, to be designated 34-8-151.1, to read as follows: 
 
  1-15    "34-8-151.1. 
 
  1-16    Notwithstanding any other provision of this article to the 
  1-17    contrary, for any period beginning on after July 1, 1999, 
  1-18    no employer shall be required to make any contributions or 
  1-19    payments in lieu of contributions under this article until 
  1-20    after certification by the state auditor that the 
  1-21    Unemployment Trust Fund contains funds sufficient to 
  1-22    constitute a three-year surplus." 
 
  1-23                           SECTION 2. 
 
  1-24  All laws and parts of laws in conflict with this Act are
